Prosecutors say James Allen Morgan, 41, of St. Louis, met with the liquor license applicant several times in late 2009, and suggested that he be hired for $60,000. In exchange, Morgan promised to ensure that the bar received and kept its liquor license through the use of his "influence" with the local alderwoman and the city's excise commissioner, prosecutors said. Morgan also expected a $10,000 "signing bonus," they said. When the bar received their license, Morgan agreed to accept $1,000 for his help, prosecutors said.
